Expressions of Interest (EOI) are now open to industry for upcoming works on the $700 million upgrade to the Kwinana Freeway, in Western Australia.
Kwinana Freeway is one of Perth’s critical transport corridors, supporting around 100,000 vehicles movements every weekday. The proposed works will ease the journey for southern suburbs’ commuters and travellers to the southwest.
The upgrade program will target key pinch point along the connection, which will comprise the delivery of a new lanes, as well as new coordinated ramp signals. Both will help to smooth the flow of traffic on the freeway at busy times.
The EOI process will identify suitably qualified design and construction partners to progress to the formal tender stage.
Community and stakeholder engagement, utility surveys, geotechnical and environmental investigations are already underway and will provide the detail needed to inform road designs.

Construction on the project is expected to begin in early 2027 and be completed in 2029, subject to regulatory approvals.
The upgrade project is being jointly funded by the Federal and State governments, in a 50:50 split ($350 million each).
Federal Infrastructure, Transport, Regional Development and Local Government Minister Catherine King said the upgrade would help to improve efficiency and safety on what is one of the region’s most frequented connections.
“Kwinana Freeway is one of Perth’s busiest transport corridors and is critical to ensuring the efficient movement of people and goods throughout the city,” King said.
“This upgrade will support jobs and economic growth and will deliver improvements in travel times, traffic flows, freight productivity and reliability.”
