Applications for the New South Wales Government’s Level Crossing Improvement Program (LCIP) – Regional Council Minor Works – are now open.
The new initiative is a sub-program of the existing NSW Government Level Crossing Improvement Program (LCIP), which will receive $7.5 million in funding throughout 2026 and 2027 to upgrade public level crossings, trial new safety technologies and increase awareness.
The sub-program aims to boost road safety at level crossings across regional NSW with $1 million in grants on offer to local councils.
The grants will be given to safety works on council-managed roads that approach a crossing.

Permitted minor works include:
- increasing sight distances;
- placing advanced warning signage, line marking and delineation;
- placing vehicle activated signage;
- minor road realignment;
- removing solid materials;
- upgrading/installing street lighting;
- upgrading pedestrian level crossing approaches (excluding rail corridor), and;
- implementing traffic calming treatments (excluding speed limit reductions).
The scheme was first established in 2025, in which regional councils in NSW received $1.17 million which supported 21 projects to improve safety and 81 level crossings.
Bernard Carlon, Transport for NSW’s Chief, Centres for Road Safety & Maritime Safety, said it was important to partner with local government on level crossing safety initiatives, as councils managed around 90 per cent of the state’s road network by length.
“There are more than 1300 level crossings located on public roads across NSW, and collisions between trains and vehicles are a major road and rail safety risk,” he said.
“This program, which assists councils to carry out minor, low-cost engineering works and other improvements on their roads, plays a crucial part in our overall suite of level crossing safety improvements – from major infrastructure upgrades to awareness campaigns.
“These grants will fund potentially life-saving projects that will enhance safety for motorists and rail users, and are part of the NSW Government’s goal of zero road trauma by 2050.”
Applications for the 2026/27 Level Crossing Improvement Program – Regional Council Minor Works are open until 20 May 2026.
To be eligible, councils must be in regional NSW, including Newcastle, Illawarra and Central Coast, and have public level crossings in their area.
