The Queensland Government has released the Terms of Reference for a landmark inquiry into the building and construction sectors, which aims to increase the productivity and efficiency of the industry.
The Inquiry is the first order of business for the Queensland Productivity Commission, after the Commissioner was formally appointed this week. This commission has been re-established following its dissolution in 2021. Angela Moody has been appointed as the Productivity Commissioner.
The Inquiry comes after reports that previous Best Practice Industry Conditions for the state were adding additional costs for projects and holding back the construction of thousands of new homes. As such, the Queensland Government paused the previous BPIC pending the Queensland Productivity Commissions review.
The Terms of Reference require the Commission to investigate and report on conditions in the residential and non-residential construction sectors and examine policy and regulatory factors affecting productivity.

With the Terms of Reference now tabled, the Commission has six months to deliver a report to the Queensland Government.
Treasurer David Janetzki said that the release of the Terms of Reference for the initial inquiry is just the first step.
“The Commission’s first Inquiry will review the factors driving productivity in the Queensland construction sector and make recommendations for reform to improve productivity without compromising quality and safety outcomes,” Janetzki said.
“This important work by the Productivity Commission will drive up productivity and drive down cost pressures.”
